1. Background & Objectives
The Department of Skill Development, Entrepreneurship & Livelihood (SDEL), Government of Karnataka, through the Karnataka Skill Development Corporation (KSDC), invites industries, industrial associations, and vocational training providers (VTPs) to participate in the Chief Minister’s Kaushalya Karnataka Yojane (CMKKY) 2025–26.
The scheme aims to:
Provide demand-driven, quality, short-term skill development training programs that are placement-linked.
Enhance employability of Karnataka’s youth, with special focus on Yuvanidhi beneficiaries (graduates and diploma holders receiving unemployment allowance).
Align skill training with National Skills Qualification Framework (NSQF) to prepare candidates for industry-relevant jobs.
Priority sectors include Artificial Intelligence, Blockchain, IT-ITeS, Advanced Manufacturing, Automotive, Media & Entertainment, and other emerging areas.
2. Eligible Training Partners
(a) Industries / Industrial Associations
Minimum 3 years of operation
At least 20 full-time employees
Annual turnover of ₹5 Crore or more in each of the last 3 financial years
(b) Private Vocational Training Providers
Demonstrated training infrastructure (classrooms, labs, equipment)
Qualified and certified trainers in relevant sectors
Letters of Intent (LoIs) from employers for placement assurance
3. Empanelment Procedure
Submission: Applicants must apply online through the Karnataka Public Procurement Portal (KPPP).
Evaluation: EOIs will be evaluated in phases on a first-come, first-served basis, against eligibility and evaluation criteria.
Shortlisting: Eligible applicants will be notified by KSDC.
Accreditation: Shortlisted entities must obtain accreditation as a Vocational Training Provider (VTP) with KSDC by paying requisite fees.
Work Order: KSDC will assess industry demand and proposal quality, then allocate training targets and issue work orders accordingly.
4. Eligible Beneficiaries
Must be domiciles of Karnataka
Age group: 18–35 years
Special priority for Yuvanidhi beneficiaries
Must possess:
Aadhaar Card
Aadhaar-linked bank account
Must meet educational/qualification criteria as defined by the relevant Sector Skill Councils (SSCs)
Must not have undergone previous training under CMKKY or PMKVY
5. Scheme Conditions
Placement Commitment: Minimum 70% placement rate post-certification.
Payment Model: Linked to certification milestones and successful placement.
Training Duration: Up to 12 months for selected courses.
Monitoring Mechanisms:
Training progress to be tracked via Kaushalkar Portal
Biometric attendance and CCTV cameras mandatory at training centers
6. Key Dates
EOI Publish Date: 30th August 2025
Pre-EOI Meeting: 8th September 2025, 12:00 PM at KSDC Head Office, Bengaluru
Submission Deadline (Phase I): 15th September 2025
Submission Deadline (Phase II): 1st October 2025
EOI Validity: Proposals valid till 31st December 2025
7. EMD and Accreditation Fees
Earnest Money Deposit (EMD): Not specified in the EOI document.
Accreditation Fee Structure:
Training Provider Accreditation Fee: ₹50,000/- (one-time)
Additional Fee per Job Role: ₹10,000/- per job role
Exemption: Already accredited VTPs under ILC/Future Skills (with active status) are exempt from paying fees again.
8. Evaluation of Proposals
Proposals will be evaluated based on:
Business registration and financial strength
Relevant sector experience and training capacity
Infrastructure compliance with KSDC norms
Letters of support from industry/employers ensuring employability
Geographical coverage and training reach across Karnataka
9. How to Apply
Interested applicants must:
Submit the proposal via the Karnataka Public Procurement Portal (KPPP).
Register on the Kaushalkar Portal (www.kaushalkar.com) for training management and compliance.
Ensure all supporting documents, financials, and employer tie-ups are attached.
